QMHOA News Bulletin December 2023

Our Achievements during 2023

21 December 2023

Dear Members

From all of us here at QMHOA, to all of you, our members and families. We wish you a happy and safe holiday season and hope that the New Year sees for you,
all that you wish for.

To cap off the year we thought we would put together a short list of some of our activities and achievements for you. A little end of 2023 update.

QMHOA is almost 1 year old and this is what we’ve been doing!

ASSISTANCE ACTIVITIES –

  • Assisted 194 Home Owner and Home Owner Committee members, spending well over 100 volunteer hours. Activities and topics have  included but are not limited to:
    • Information on special terms – water costs – pets – electricity costs – site maintenance – etc.
    • Proof-reading of documents and applications of park rules
    • Information and assistance in establishment and running of HOCs and HOAs
    • Support and assistance with Tribunal matters
    • A class action by 200 members of a Hervey Bay Park, ready to be heard in 2024.

EDUCATION ACTIVITIES –

  • Our experienced presentation team visited 23 Manufactured Home Parks around South East Qld and delivered presentations to and had discussions with 1,355 home owner attendees. Topics included:
    • Home Owners’ Rights and Obligations under the Manufactured Homes (Residential Parks) Act
    • Setting up and obligations of a Home Owners’ Committee and Home Owners’ Associations
    • Current proposals for changes to the Manufactured Homes (Residential Parks) Act
  • We developed and launched a new QMHOA public website with comprehensive and up to date information for home owners and prospective home owners.

ADVOCACY ACTIVITIES –

  • Assisted in distributing the Consultation-Regulatory Impact Statement (C-RIS) to members with proposals for changes to the Manufactured Homes (Residential Parks) Act
  • Prepared and presented our written response to the C-RIS
  • Had follow-up face to face meetings with and sent letters advocating for our position in relation to the C-RIS and other reform to:
    • Minister for Housing and senior officials,
    • Shadow Minister for Housing
    • Senior Policy Advisor to the Minister for Housing
    • A number of Ministers and influential backbench MPs
  • Written letters and/or emails to all MPs advocating for our position in relation to the C-RIS
  • Written letter to the Minister for Housing raising concerns about the prolonged delays in further progress in relation to the reforms proposed in the C-RIS
  • Written letter to the Minister for Housing raising concerns about the lack of any action in relation to other reforms committed to in the Queensland Housing & Homelessness Action Plan 2021-25 (e.g. Review and reform of dispute management through QCAT and investigation of alternative park ownership models)
  • Written letters and/or emails to all MPs and senior officials in the Department of Housing raising concerns about the prolonged delays in further progress relating to the reforms proposed in the C-RIS.
